Brief Summary of Work for this Position: The Government Contracting Assistance Program (GCAP) Counselor provides specialized and professional technical assistance to individuals and businesses that are seeking to pursue and successfully perform undercontracting and subcontracting opportunities with the Department of
Defense (DoD), federal agencies, state of North Carolina, and local governments/municipalities.

This position seeks out and assists Small Businesses, Small Disadvantaged Businesses (SDB), Women-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Business Concerns, Service-Disabled Veteran-Owned Small Businesses, and Historically Black Colleges and Minority Institutions.

Minimum Education and Experience Requirements: Bachelors degree and one year of experience related to the area of
assignment; or equivalent combination of training and experience. All
degrees must be received from appropriately accredited institutions.

Preferred Education, Knowledge, Skills & Experience:
  • 5 years of experience related to the area of assignment
  • A Masters degree in Business Administration, Supply Chain Management, or Contracting
  • Government contracting experience as well as general business experienc, this may include local, state, and federal contracting, supply chain management, small business specialist, or a small business liaison officer with a federal prime contractor

Primary Purpose of Organizational Unit: The Government Contracting Assistance Program (GCAP) is a special resource area offered by the Small Business and Technology Development Center (SBTDC). GCAP has been assisting North Carolina businesses for over 30 years. Our purpose is to generate employment and improve the general economic condition of the state by assisting North Carolina companies, including those eligible for business development programs for local, state,and federal government contracts. We provide procurement technical assistance by offering no-fee and confidential counseling on selling products and/or services to the appropriate local, state, or federal government agency.
