ORGANIZATION OVERVIEW:

HousingPlus is a value driven nonprofit organization focused on assisting women and families in building community and transforming their lives. HousingPlus is actively seeking to provide support, training and opportunities that foster growth and well-being for both our staff and the women and families we serve.

 

The mission of HousingPlus is to provide permanent, affordable housing and comprehensive services to women, including women with children, and gender expansive people to support them in overcoming poverty, homelessness, addiction, trauma and the effects of incarceration, in order to build lives of stability and to define and realize goals for themselves and their families. Since its founding in 2002, HousingPlus has worked to address the lack of housing and services for women who have historically been underserved and marginalized, including women impacted by the criminal justice system and female Veterans. Over the next five+ years, HousingPlus’ will continue to expand, along with its commitment to serving vulnerable populations.

 

POSITION SUMMARY:

In collaboration with the Chief Executive Officer (CEO) and the executive leadership team, the CPO will serve as a critical executive leadership team member, articulating and implementing the strategic vision and leadership of the organization. The CPO will oversee HousingPlus’ portfolio of programs and related services; monitor their implementation and development; evaluate the effectiveness of programs to ensure quality and contract obligations; provide appropriate outcomes for funders; raise the organization’s profile through external communications; provide mentoring, guidance, supervision, and professional development to all program leadership staff; and enhance the structure of the organization by staying abreast of developments in the field.

Reports to the Executive Director/Chief Executive Officer .

 

RESPONSIBILITIES:

  • Oversee the coordination, integration, and delivery of all programs, contracts and related services, promoting collaborative relationships between program areas and ensuring that expectations of funders, partners, constituents, clients, and stakeholders are consistently met.
  • Under the advisement of the Board of Directors and in partnership with the CEO and other executive staff, implement the strategic plan, including development, implementation and monitoring of new initiatives that reflect the organization’s mission and that are aligned with the strategic plan.
  • Create and support a high performing culture in the program department aligned with HousingPlus’ core values and our model based on the “housing first” approach, through which we connect women and families to housing without preconditions and barriers to entry.
  • Deploy resources efficiently and effectively toward organizational goals, work with program staff to balance workload and effort, troubleshoot program and staff performance challenges, and provide regular feedback so that key staff can continuously improve their supervision and mentoring skills.
  • Develop a team-based environment to motivate and inspire staff to work collaboratively toward vision and goal by clearly communicating agency vision, implementing yearly staff development plans and mentoring. Coordinate with HR to identify and create leadership and professional development opportunities for staff.
  • Establish annual program staff goals and objectives and track results against these goals as well as develop accountability protocols.
  • Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff.
  • Work closely with the finance department to budget and monitor programmatic operations to ensure sound fiscal and system management.
  • Support fundraising efforts through participation in fundraising events, proposal writing and partnering with the CEO and CDO to steward funding relationships.
  • Respond to government and foundation requests for proposals and applications in partnership with development and senior staff; coordinate planning and activities necessary for development of model program designs in response to RFPs.
  • Serve as liaison to key government agencies, in particular to the NYC DHS, DOHMH, and MOCJ; and the NYS OTDA, OMH and OASAS, as well as our federal HUD/local CoC funders.
  • Represent HousingPlus on relevant committees and task forces, as well as at speaking engagements, conference panels and trainings.
  • Monitor emerging needs among key stakeholders such as clients, government, philanthropy, and employees.
  • Establish meaningful qualitative and quantitative goals for each program; ensure the integrity and validity of outcomes; and implement corrective measures when necessary.
  • Coordinate and analyze the appropriate data to inform the programmatic and operational decision-making process; develop an assessment protocol to determine the feasibility and sustainability of programs that will lead to increased efficiency of service delivery and transparency and collaborative efforts among programs.
  • Deepen existing and create new performance and outcome measures that are core to HousingPlus’ mission.
  • Demonstrate a commitment to the values of diversity, inclusiveness, and empowerment of staff.

 

Requirements

QUALIFICATIONS:

  • Master’s Degree in Social Work or a related field and a minimum of ten years nonprofit leadership experience overseeing multiple programs or contracts, ideally at an organization serving underserved members of the community
  • Demonstrated experience managing a high-performing team in a multi-site structure to include professional development and mentorship.
  • Comprehensive working knowledge of program planning, organizational structure, budgeting, operations, and fundraising.
  • Demonstrated ability to analyze and compile complex data for planning and reporting purposes.
  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies.
  • Strong relationship builder with the ability to find common ground, build consensus and strengthen collaboration among diverse stakeholders.
  • Demonstrated passion and commitment to HousingPlus’ mission and strategic goals and an ability to communicate this passion to others.

WORK SCHEDULE

The CPO position is a full-time, salaried position. Hours worked will be weekdays at a mutually agreed-upon schedule; some evening and/or weekend hours may also be required. This position is a hybrid schedule with at least 3 days per week on site.

 The central administration office is located in New York, New York; program offices are located in Brooklyn and the Bronx.
